TSA problem in SAN

After leaving from SAN and returning home I found my suitcase had been opened. I know this because the zippers (where they join together) were in an entirely different place and the lock was missing. Don't they have to put a card inside saying they looked and how many times do they fail to replace/return the TSA accepted lock? Don't know how to complain or if I should bother. Any insite........?
