I used flights.com several years ago for a trip ex-BKK. The flights.com website seemed to be a marketing front (at least at that time) and represented a bunch of local travel agencies in different cities. I made the request through flights.com, but then went to the local agency to pick up the ticket.
It may have changed since then, but at the time it seemed to be some sort of association of travel agencies that had decent fares.
