Australia Rental

I tried to book car in Australia with Excess Reduction but found the Premium Location Surcharge will be pumped up by considerable amount after adding the Excess Reduction. I suppose that the Premium Location Surcharge should be just a fixed amount. Can anyone share some insight on this? Or should I just book without Excess Reduction then request at rental and I probably will end up paying less?

Premium location surcharge is fixed, if it's an Airport, this is a tax you pay for any business done at an airport. All food, coffee etc attract that tax and is passed on. Privatisation of airports is wonderful isn't it? And they rise every few years.
