Winter tires in Germany

Apparently, winter tires are mandatory in Germany under certain conditions. The Budget reservation web page proudly states that they are included in the total rate; but the fine print on my reservation says "Winter Tires are available at 14.00 EUR per day and will be charged locally." Does anyone know which one it is? Or have an e-mail of the Germany main office (or the FRA counter)?

I believe it depends on the time of year, but the fine print does not reflect that. So while it does say 14 euros per day, I believe it is included already in your rate.
Have you called Budget?

I've e-mailed them, still waiting for an answer. I wonder whether I should call central reservations or the local station.

Ambiguous

I got the following response from Budget:
Please note that from November 1st to March 31st all passenger cars are
equipped with winter suitable tyres and icescraper.
A Winterization fee of EUR 11.00 (incl. VAT) per day, up to a maximum
charge of 10 days will be included the rate.
Discounts do not apply to the Winterization Fee
So I still don't know whether it's reflected in my total, or whether it's extra. I don't understand why my simple question did not deserve a simple answer (and note that the fee is now 11 euro, rather than 14; oh well). I've sent another e-mail, still waiting.

Just had a chat with "Brenda", the chat agent, who confirmed that all rentals during the winter include the fee, so there should be no additional charges.
