How is BA able to offer hand luggage up to 23 kgs?

I'm playing devil's advocate here because I agree with you and I think BA's policy is wrong, but what CC have said to me in the past is that if your bag is small enough to fit underneath your seat, it should go there. Whether you have a big cabin suitcase in the overhead locker is irrelevant.
the problem are really the ones who bring oversized suitcases into the aircraft. This has led several times to delays on BA flights I have on (aside the FA have endless debates before the aricraft even has started.

i missed this the first time around I regret to say - you are now a Mucci. Diamond Hairbrush
All of which has nothing to do with the bags size and weight. Since then I still have yet to see a scales anywhere. Why somebody is not at the bottom of the jetway to grab tagged bags is beyond me.

overall I refuse to put a small bag under my seat if I only have one bag in the cabin. That is how I take advantage of the gold membership.

Fair enough. Then I recommend you dont pictures of people, their legs or their bags. Problem solved 👍🏻. I personally dont have this problem, so if and when appropriate, Ill snap 📷 away.

I quite agree, and that is why I mostly travel with a wheeled case now instead of just a back pack. On the rare occasions its just a back pack and the CC ask whose bag it is in the overhead (to make them put it under the seat), I just ignore them and it gets left alone up there

Have seen this exact behaviour on every recent domestic connection I have taken. It's ridiculous it's not policed but, in all honesty, if people are able to get away with it all credit to them I guess.

Was just in Thailand on a tour that involved 4 flights on VietJet and some Thai version of Ryanair. Both were very strict about checked weights. Oddly, my correctly sized photo backpack, which may have out-weighed some of the crew members, was never questioned, being somewhat obscured on my back. Being on my back it also looked relatively small, shrinking violet that I am NOT! Anticipating that it might be questioned I put my heaviest camera body and 600mm lens in my man purse. Five kilos disguised that was!

bear in mind easyJet have no weight limit - you just must be able to lift it

Good on them I say. That dark orange/red stripe in the tag says LIMITED as in limited release. You get this tag when you relinquish your compliant hand baggage at the gate. I refuse to. Why? Limited release means the liability of that bag not turning up is solely on you, not them, Montreal no longer applies as I understand it. If BA dropped this BS, Id be more inclined to comply, but no priority boarding is worth loosing my rights under Montreal for my unintentionally checked baggage. Given how BA approach UK261 claims do we expect any difference here? This is NEVER communicated in terms of your now very reduced and almost non existent rights when they attach these tags. Just google the limited release process, not worth the risk and I refuse to agree when the bag fits the gauges.

What do you guys put in your carry-ons to make them that heavy? My checked bag is normally around 10 kilos, last summer I reached my all time record of 14 kilos when I went on a three week holiday Short of taking some bricks with me, I can't imagine how could a small carry-on be heavier than that.
