You can claim UK261 because you were delayed for more than three hours.

The aircraft is 3 hours late inbound from its previous sector from IAD

Which is of course the Doors Open arrival time, and nothing to do with how late the flight departs.

Completely forgot about how they defined delay. Did not have my morning coffee yet and it's clearly showing.

Did you ask staff and they refused to offer any response?

UK261 should be applicable. Compensation for long haul delays is based on distance and length on delay , based on arrival time at final destination. So check what time doors open and disembarkation starts when you eventually arrive in SFO. Full compensation amount if more than 4 hours, half if less. If departure is delayed by more than 4 hours then airline duty of care should provide appropriate food and drink. Have a look at the EU /UK 261 thread.

If you don’t want to wait that long you could ask to be rebooked another way. via PHX or SEA work well for SFO. And I suppose just be grateful you aren’t delayed 25 hours like the same flight was earlier this week.

G-XLEH that is operating your YVR flight has been delayed since it operated BA193 (Dallas) on the 30th. Delay ZO. Not enough 380s to swap in if there's a problem.

Pilot should say why the flight was delayed when you do eventually board if you remain on this flight.

It is all rather pear shaped on the A388 fleet at present. Crews have been delayed reporting to protect the service and give it the best chance of departing and as already alluded to, it is a knock on delay. The fleet is experiencing a fair few tech issues and this causes knock on delays on top of other issues that BA already has.
