Yes I would agree it's probably the weakest BA lounge provision in North America. But it used to be worse!
As a general point for all these "when does check-in open" questions, the answer is to be found in Manage My Booking / Check-in / Other ways to check in (bottom link). I haven't yet found any significant mistakes in that information.

Sorry just to add a yes you are right post but , yes, YUL lounge is dreadful. It has become a regular route for my wife who uses unrepeatable French to describe it! I have been through a couple of times recently, mutton dressed as spam was my opinion.
