Understanding unusual BA charges

Recently booked an EI award using Avios, DUB-BOJ.

Total gov, authority and airport charges were £19.90

BA fees on top of this amounted to £64. The breakdown is detailed as:-

"carrier imposed charge" £29 (aka the usual suspect)
"Distribution & Development Levy" £31.60 (?)
"Lounge Access Vat" £3.40 (?)

I've never heard of the last two. This return flight is single class (economy). I don't have any status with either BA or Ei, so won't have access to a lounge.

Any ideas what the last 2 are ?

Looks like the charges are mislabelled, but they do seem correct. For DUB-BOJ return the taxes/fees/charges should be:

Ireland Passenger Charge (UP)
£13.00
EI YQ surcharge (YQ)
£28.30
EI YR surcharge (YR)
£30.80
Bulgaria Security Charge (ZF)
£3.30
Bulgaria Passenger Charge (BG)
£6.30

Note that this is at current exchange rates which could explain why it is slightly different to what you describe. The "Distribution & Development Levy" and "Lounge Access Vat" for example would appear to actually be "EI YR surcharge (YR)" and "Bulgaria Security Charge (ZF)".

EI does fly to both BOS and BOJ.

Nice one, thanks for that. I'd be interested to know how you got that breakdown, if it's publicly available. I was quoting from the eticket receipt, but couldn't find a way of checking in advance what the fees would be. Checking the same itinerary on EI using cash, EI charges €66 in fees. I can't see a breakdown but allowing for FX, looks like EI is dropping YR or possible YQ, compared to the BA redemption fees.

I'm sure BA just labels things as they see fit. I've recently changed 2 Amex 241 avios bookings, one upgrade and one change destination.
Both re ticketing emails have come back with voucher used : gold upgrade for 2.
I'm only blue so wishful thinking on their part.

I just got a receipt through for a Y-Y flight change for zero cost - fare £0.00, then described as "Upgrade Using Avios", costing 120,000 Avios and with a different Exec Club number from mine.

Fortunately BA didn't actually try to take the 120,000 Avios from my account. i might have been slightly miffed...
