FTVs are supposed to be nominative, I haven't seen anyone here being able to transfer one. However it's possible that if your FTV was for a cash only booking it's been converted to an eVoucher and those are like any money voucher and can be used for other people. You may need to be the one making the booking but you can do it for other travellers.

And if it was an Avios booking that orginally gave rise to the FTV, you can convert it back to Avios / cash, for a 35 fee per person, and then the usual rules apply in terms of booking for someone else.
