Hi,
Not sure about the BA/QF lounge at HKG but some of the Cathay lounges ( which you can access) are open ( modified service)- details can be found in the Cathay forum.
I think the arrvials lounge will continue to be closed until TATL picks up unfortunately

I think there was a suggestion you wouldn't be allowed in if you needed to quarantine.

The Qantas Hong Kong lounge has not been joint operated with BA for some years, and will remain closed whilst Qantas don't have any international services.

I've found something far more concerning than lounge access:
"Air transit/transfer services at Hong Kong International Airport (HKIA) have resumed gradually. From 15 June 2020, passengers can use HKIA for transit/transfer on flights operated by different airlines under the same air ticket, provided that the passengers have checked through at the origin port with their boarding passes printed and baggage tagged-through to the final destination. Passengers should also confirm in advance that they are able to enter the final destination. Please check with airlines for details. However, transit/transfer services at HKIA to and from all Mainland China destinations are currently not available."
I'm coming from Taiwan on a different airline / different ticket. Does this mean I won't be allowed land side to check my luggage in for my BA flight? Eeeek

From my understanding the airside transit facility is very restricted at the moment, and is accurately described in your original post. Maybe post a query in the HK and Macau forum for confirmation might be the best option for up.to date advice?

You will not be able to go landside in HKG unless you are a resident or otherwise qualify for an exemption. Once landside, in most cases (unless you qualify for an exception) you will have to go to an off site testing center, wait for your results to come back, and then quarantine for 14 days. So you absolutely won't want to plan on going landside on a transit.

If you are a HK resident you could board your TW-HK flight (without mentioning the connection), but you will have to go through the rigmarole descirbed below.
If you have your BA boarding pass, you might risk it and go from the arrival level to the departing level.
But I doubt that the other airline would violate the explicit HKG regulations and check your luggage through.
HK has been very upset with airlines not following their strict regulations.
