Push for upgrade?

I will be staying in a UK Best Western soon and I am a Diamond member. According to the UK T&Cs
All Best Western RewardsŪ members are eligible to receive a complimentary room upgrade, though complimentary room upgrades are only available at Best Western hotels in Great Britain and are provided at the discretion of the Best Western hotel concerned upon arrival only and are subject to availability.

First of all, quite strange ALL members are eligible for a comped upgrade. Would there be any priority for Plat and Diamond?
But it says subject to availability. So if I'd were to check-in and they tell me there is no upgrade available, while when I go online I can still book a higher category room for my entire stay, would they be obliged to give it to me then? So basically, if they are lying about availability for a higher category room, can I push for the upgrade like with SPG?

The infamous words in all loyalty programs ...subject to availability.

There are all kinds of reasons that I have seen for you being able to book a higher category room yet it not being available for a complimentary upgrade.

BW is not known for having very many upgrades in that properties don't really have much to upgrade to. If it is really important to you to have a better room then just book it. It is really not worth all the trouble just for an upgrade.

I have had three stays since I obtained best western diamond. On the website, it states that platinums an diamonds are entitled to the "best available room" in the USA and Canada. In all three stays, I was given exactly the room I had booked, although there were better rooms available for booking on the website.

I didn't say anything about it at check in, since I was a solo guest all three times and the standard room booked was sufficient. I wonder, however, what would have happened if I had asked about it. Also, I was only offered the promised drink and snack on one of my stays, and did not receive the bonus points promised when not getting the welcome drink at the other two stays.
