Minimum Age Charge in Nice?

My work has an AWD that waives the under 25 fee for all employees. I'm going to Nice in May and went to look at rates. Even if I put in my corporate AWD on avis.com, it shows a minimum age charge of over $200 (and only Leisure fares). Will I actually get charged this fee, despite my corporate waiver? If so, is there any way around it?

And, more generally, does France have the under 25 rule?

From my expierence with the under 25 rule and a corp AWD that waives it, it seems to only apply state side. I would call Avis reservation line, ask for international rentals and then ask them if Nice does have an underage fee and if so, does your Corp AWD waive this fee even though you are out of the country.
