Avis - Spouse as Driver

I know you don't need to pay for a Spouse to be added as a driver, but are you required to have them listed? I'm a Preferred Plus member trying to avoid having to go inside

Website seems to indicate that maybe you don't. Says a Spouse is free and then says: "If you are renting a car for someone else to drive and the fee applies, youll need to make sure they fill out the Additional Driver Form."

Which one could read since there is no fee, you don't need to fill out the form??https://go.avis.com/en/help/usa-faqs/additional-driver

You don't. As per Avis' standard terms, spouses are always authorized drivers, at least in the US and Canada.
