Can I tell I have a Connected Car from my rental agreement?
Trying to work out how to avoid any return fuel issues and how much evidence to have. Don't want them to say I short filled the car, so may film myself filling.

I don't know what you mean by connected car Filming yourself seems a little extreme. Usually a receipt from the gas station, that shows the address, is sufficient.

1. If you have the app, it will show the exact fuel (to the tenth of a gallon) on connected cars that you have open contracts for. This is NOTORIOUSLY wrong.
2. No need to film it, but pictures are good. I am to the point where I take a screenshot of the app before filling, then after filling and keep a fuel receipt. And also a picture of the trip odometer at return (Reset it when I pick the car up). On all of my connected cars with fuel issues, I send a note to CS and tell them I have the pictures and will send them if they want me to. They always say the pics aren't necessary and adjust the fuel charges, so they know it's a problem but refuse to correct it.

I had guessed that all 2019 and newer GM cars (all brands Chevy GMC etc) had it. Not hard and fast rule. You can look at your AVIS app which will tell you how many gallons in tank once you rent The car out. How about asking AVIS when you are renting?

Will there be a similar feature soon in the Budget app? I recently rented twice, and it wasn't there under the Current Rental screen. Avis and Budget share cars, so it would make sense to see connected in-app info soon.
