Guaranteed Availability?

Guaranteed Availability?
I am in great need of a car rental, any agency, next week in KOA. I thought our corporate code had guaranteed availability with Budget, but it does not over a holiday. Any suggestions for codes, organizations, or club I could join that offer to book when everything is sold-out. Thanks for any help.

Hertz PC does and that's why I'm keeping it next year. Avis PS does not.
I got stuck in YYZ during the blackout and Hertz got me a car when Avis wouldn't consider me. Hertz is guranteed enough business in 2004 to keep PC again for that reason alone.

How does Avis Guaranteed Availability program work for President's Club? I have yet to need the service, but does it guarantee a particular car class or higher? Do you have to call the Club number to access the benefit?
