Does an AVIS Station Have Power to Nominate Someone to AVIS Status?

Does an AVIS Station Have Power to Nominate Someone to AVIS Status?
The title says it all, does a local AVIS station have the ability to nominate a renter to President's Club or Chairman's Status?
I ask because I am loosing my AVIS President's Club status this fall and rather bummed by it and I rent frequently from a certain AVIS station and have become friendly with the Owner/Operator and before I ask him, I wanted to know if it is even possible.

Highly doubtful, especially for CC, but what could it hurt to ask? CC is only via invitation by a few very limited options. If it's a large station (DFW, IAH, ORD, LAX, etc) or a regional manager might have strings to pull, if anyone.
