Flat tire, unsafe to begin with

My daughter and I experienced a tire problem with an Avis rental car two days ago. As she had rented the car, she notified the rental agency and was told it was her responsibility. We were in Atlanta, unfamiliar territory to us. We took the tire off and put the temporary "donut" spare on. I contacted a Firestone store and took the vehicle to them. Upon examination, the man who checked the tire told me it had a nail hole in it. Didn't seem to be a big problem. I asked him to plug it. He checked the tread and told me he couldn't legally do so. He then checked the other tires on the car and told me that two of the others were below the tread level to be repaired, and the other one was right at the low limit. My daughter called Avis and was told to take it to an Avis dealer the next day, which was Sunday. As Atlanta is a big city, that was not an easy trip, but we did as we were told. But, we were informed then that we would have to take it to the Atlanta airport facility, several miles away and not a great place to be if you are not flying. Upon arrival there, we spent about an hour and a half waiting and dealing with the situation. Finally, we were given another vehicle, which would have been fine, except for one problem. We hadn't filled the gas tank of the first vehicle, and now my daughter was charged $10 a gallon for a half tank of gasoline when she returned the second vehicle. This excursion was a two day event for us, a theater presentation and what we thought would be some sightseeing and relaxation. Instead, it was a two day affair, many extra miles and time spent without accomplishing much of anything. We wouldn't have complained if the tire could have been plugged and we had been on our way. My daughter is going to file a complaint with the company after a 48 required waiting period. On top of the problems, extra expense and time wasted, we are concerned that these vehicles are being sent out with unsafe tires. My daughter is on a first name basis with the local Avis office and she believes they will make it right. We'll find out in a couple of days and I will post the results.
