i dont see any info about it on their new website.

based on their website you can upgrade *A flights
the site is in spanish
like everything with Avianca, everything works better via email.
just email them

Upgraded from Premium Economy to business SYD-SIN for 30,000 lifemiles via the lifemiles upgrade page. Not sure if that's good value or not.

This might simply mean that there's no upgrade inventory currently available for your flight(s) and not be a statement of general policy.
