Phuket or Koh Samui in August?

Phuket or Koh Samui in August?
I am traveling to Thailand this August for the first time. I am planning on spending a few days in Bangkok, a few days in Chiang Mai, and then wanted to head down to the beach for a few days. I am deciding between spending time in Phuket, Koh Samui or both. From what I have read, it's a better time of year to spend in Koh Samui, but I am worried about missing the opportunity to visit Phuket.
Any suggestions?
Also, any suggestions for moderately priced places to stay at either location?

Weather is probably a little better in Samui in August. But, personally, I like the wet season more as it is quite a bit cooler and things are REALLY green.
It doesn't always need to affect your vacation as often the rain is at night - or it is an afternoon thundershower that clears quickly.

Kho Phan Ghan
I've been in Kho Phan gan, that is near Ko Samui, the last year in august and the wether has been quite good, some shower in the afternoon, but not every day!
I went to to kho samui, but a really didn't like it! Is crowded and really fake I left immediately! KP is smaller full of young people, party every night, nice little restaurant the nature is great, well the sea is not really transparent but the place is amazing! Or if you prefer you can go to a smaller beach without noise and people!
