TPE - can you enter at T1 with a ticket for T2?

I know the terminals are connected airside, but will they allow you to clear security/immigration in one terminal if your flight is in the other?

Yes you can. Did this a few weeks ago, was flying on Scoot out of T1. Checked in at T1 then took the landside train over to T2, checked out the observation deck, and then cleared immigration in T2.
