People with a booster need to quarantine 3 days from next week when entering Indonesia. Also, Indonesia is considering lifting all quarantine requirements from April.

The news piece talks about removing restrictions on flights and going back to normal frequency. That’s nice but what about tests, quarantine, and related restrictions such as needing to stay in pricey hotels, etc.? Will those be removed as well? Would have been helpful if the article covered those aspects. Anyone know?

Note that everything is always subject to change, but: Starting March 15, tourist visas will be issued again and visa exemptions will be honoured again. Independent travel to Vietnam will finally be possible again. No quarantine is required as long as you are either fully vaccinated or have recovered from COVID within the last 6 months. A negative rapid test must be shown within 24h after arrival, and you must self-isolate until obtaining that test result. You must have insurance with at least $10k cover, covering COVID treatment (further details of that insurance requirement are, as yet, unclear).

It's widely reported in all Vietnam media, with quotes from govt officials, but I haven't seen an official govt webpage or anything yet. Arriving March 15 is certainly an option. It looks like tourist visa exemptions etc will be largely the same as before, but I haven't seen official confirmation of the exact visa rules yet, only a proposal from one part of the govt to another. Whether you need a visa or not will depend on the passport you use.
