Question about pets through Incheon

Hello,

I have what will hopefully be a quick question: my wife and I are flying short notice this week, and will fly through Incheon with a cat. We are flying Korean Air from ULN (Ulaanbaatar, Mongolia) to INC, then through to O'Hare.

Our question is this: because we are flying with Korean air the entire time and the cat is traveling as baggage, will the cat be required to clear customs? Specifically, will the cat have to meet the requirements for import to Korea, or to the US? The layover, by the way, is about seven hours.
