Where are you flying in from and on what airline are you flying in/out?
Unless you're flying in from mainland China or Hong Kong, I would say 1.5 hrs is doable. Not comfortably sufficient, but doable.

Flying from Amsterdam on a350 to Tapei with 1,5 transit to Manila with China Airlines

You'll be fine. There's no need to go through customs for transiting. I'm assuming your two flights are on the same reservation since they are in the same airline alliance, so there's no need to check out / check in at TPE. I take back what I said about it not being "comfortably sufficient", I just like to have 2-3 hours of connection time when I fly. 1 hr 25 minutes is definitely enough, probably with some time leftover for you to grab a cup of noodles during the connection.
