bantayan or bohol??

For kids that age, at that time of year, I'd go to Bohol.
You are going to miss Holy Week, so there won't be as much going on over at Bantayan Island. Catholics flock there for Holy Week because they are allowed to eat meat during the holiday by special permission from the Pope, or something like that.
Bohol has Panglao beach for swimming and such. There's also nice snorkeling out at Balicasag Island if you are into that. Check out Chocolate Hills, the Tarsier sanctuary, the Loboc River Cruise.
I would suggest also considering Boracay if you haven't been there before. That'd be my first choice over either Bohol or Bantayan.

isnt it quite hard to get to boracay from cebu though

Not at all. There's a short/easy flight (20-30 minutes I think?) from Cebu to Caticlan airport (MPH). I've done it before and the flight is shorter than the boat to Bohol.
Check out this Boracay trip report. But ignore the hassles of flying MNL-MPH because in Manila you have to change terminals. In Cebu you don't have that problem.

I've been to both places, though not with kids. Bohol has both the chocolate hills and beach options, and maybe there's an SM Mall handy for movies or what-not on a rainy day. Bantayan is smaller, less developed, has friendly people and so-so beaches.
