Post LAN Argentina increases flights

LAN has increased its frequency to Cordoba and Mendoza (from AEP, Buenos Aires City Airport), to 4 and 3 flights per day respectively... ^ ^ ^

This is great news and should give many visitors to Argentina more options and help them avoid the dreaded Aerolineas Argentinas.

Is there any restriction on international flights from AEP? It would seem like some of the shorter flights (like SCL) would have a great market, even at a fare premium (think LCY).

Not that I know of.... although maybe a fully loaded A320 may not be able to operate out of AEP until they complete the expansion..... Im not technically well versed on the details of the operability of AEP to fully answer your question. AEP now serves some international destinations (e.g. in Uruguay), so its fully equipped with customs & immigration.... I guess its an aircraft operational issue only.
