ARGENTINA: only 600 people a day may enter. Airline policies?
The government of Argentina has imposed a limit of 600 people a day who may enter the country. This will presumably also affect people who want to leave as the number of flights will likely be reduced. How will airlines like American decide who is on a flight? And what responsibility do airlines have to ticketed passengers when such a situation arises due to government decrees?

I suspect they would implement based on priority goes to "whomever purchased first" basis with consideration for medical emergency or other exigencies. Their obligation to ticketed pax is most likely minimized due to "force majeure" - it's not something within their control. But hopefully - and I would expect a US-based airline will do so - they will respond as they would in most other IRROPs situations - rebook on another flight as soon as possible. But with only 600 seats allowed in per day on regularly scheduled flights (followed by mandatory quarantine closely monitored by the govt under threat of criminal prosecution).
Out of curiosity I did a quick check on ITA for economy prices for RT 7nt flights from IAH, ATL, NYC, LAX and MIA - they are starting around $3k (typical is more around $1k) and quickly get up to $12 - $16,000!

That's really interesting. So will US airlines honor the existing tickets or will they cancel them, return the money and make people pay the inflated fares you cite? And what will they do with tickets purchased on Frequent Flier miles?

Not sure how it will work for flights to Argentina at this time, but a person booked in business class — even perhaps on a mileage ticket — may find themselves with better chances to get transported and in than a person booked in economy class when countries put substantial constraints on foreign arrivals. Just something to consider in case an airline flying to Argentina prioritizes passengers for transport based on cabin and then fare amount.
