Personally, I think it will be initiated by the US Banks once the converters that I posted above, will reference the “New Tourist Rate”

I believe this will have to be managed by the LOCAL Argentinian credit card processors. Most countries have a few very large ones. I believe they will have to program their system to use the MEP rate rather than the rates you show above which are standard agreed upon rates across the world. The local processor will also have to manage the local exchange rules in Argentina. This will take a little time to implement I suspect. Of course they can also choose not to participate since their only legal obligation is to use the rates from the links above.

I will expect that the recourse for the "wrong conversion" used will be none. I will also expect that any transaction that does not physically occur within the borders of La Argentina will not convert "properly."

Wasn't my statement, I was referring to someone in a business group of mine (per the title) BTW, not a big fan of Fernet..

La Nacion is reporting that Mastercard is up and running.

But their international support page is still reporting the old rate.

As Eastbay1K says, look for something of a low monetary value to test it.

FWIW, Western Union is giving 325:1 (not sure if this is an "everybody but me knows" kind of thing, but hadn't seen WU posted here). Signed up here (I've got a VPN to the US I use here though), used my US debit card (no fees, and they waived any of their fees for first purchase), sent myself $500. The trick was finding a WU that's a "corporate store" as many of the locations listed on the app are affiliate locations, but someone on Reddit mentioned the one on Peru (Peru, San Nicolás 139, 1067 Buenos Aires, Argentina, https://goo.gl/maps/GAJNNMzwh8NvBs1D7) and after a bit of a wait in a long line, walked out with ARS 162,375 .

Yesterday bluedollar.net was at 311, can't complain. A couple of days ago flipped $1400USD at 305 (rate was showing 308 online) with a guy after a little negotiation, wish I'd known about WU sooner.
