Connecting in LA, CS to TE

I will be arriving in LA on the Coast Starlight connecting to the Texas Eagle an hour later, assuming all goes well. This is a guaranteed connection?

Yes, this is a guaranteed connection. I assume both trains are on the same reservation number. And I assume that you really are arriving in Los Angeles on a day when the Texas Eagle departs.

If it looks like the Coast Starlight will be late, Amtrak will probably pull you off at some earlier station and transport you by bus to Los Angeles. I've also seen the Texas Eagle hold at a station after departure from Los Angeles to let passengers on a bus catch up to the train. And both, on the same day.
