Upgrade certificates for SELECT and SELECT PLUS?

Upgrade certificates for SELECT and SELECT PLUS?
Hi, I previously have received paper upgrade "certificates" as a Select member, the lowest tier. Recently, however, I looked on am track's website and noticed that only Executive Select have a check-mark in the box about "upgrades". Have Select and Select Plus members been jilted? Is am track no longer providing two upgrade certificates annually like they used to?
Also, when are these mailed during the year?

The New Packets are currently being mailed out (Snail Mail) to Qualifing Members for 2014/2015! (Good until Feb. 28th)Select Members will get their Membership Card and 2 (Two) Paper Club Acela/ Lounge Passes, the Upgrade and 10% Discount Coupons are Now ON-Line and Should be Available after March 1st!

The Select Exec upgrades are the ones given every 3000 qualifying points. Select and Select Plus still get the annual upgrades given each March 1st.
