Well, the standard answer is 'no' but there are exceptions to policy...for instance, if you are an additional card holder on the other cardmember's membership rewards account, then yes points can be consolidated. Of course that person would have to have your Membership Rewards account number (usually starts with 1M in the U.S.) , and you would have to give them authorization to access your MR account to deposit the points.
This is usually done for special circumstances though. (i.e. honeymoon travel, anniversary, illness/death in the family)
So theoretically, yes, it can be done. But to just transfer from one account to another, it's not policy.
