Well given the volume of airport and airplane food you're setting yourself up for, with a three hour layover you could leave Sky Harbor and Uber elsewhere. Go out on the town in Tempe. If you get in early enough you could go grab dinner at Asadero Norte de Sonora which is a 10 minute Uber from the airport and has incredible Mexican-style grilled chicken (and other things).

Sounds like the place to rest you have is not a proper house/Apt and it doesn't have a shower?

If your question is how well rested you want to be, there is nothing like a proper hotel room with shower. There is also the dayuse website to book hotels for hours. I've used it and it works.

Or is the question:" what lounges can I use to make the most out of this run?"

Last summer I went here during a ~3 hour layover at PHX, easy squeezy and good food. Under 10 minute ride. https://dbg.org/visit/dining/gertrudes-restaurant/
