Aa miles upgrade on Jal?
Can Aa miles be used to upgrade to premium economy on Jal?

Nope.

With the exception of the full fare miles upgrades on BA/IB, AA miles cannot be used to upgrade any flights on other carriers.

However, $350 or 40000JPY will do the trick if there are seats available at check-in

Does JAL allow paid upgrades on award tickets? IE: booked PE or J and want to upgrade to J or F respectively?

Hah JAL thought about it, and I believe the currency is based on point of departure

Upgrades are only to PE, unfortunately, and almost all tickets are eligible (including AA codeshare flights operated by JAL)
