Not necessarily. It's highly day, date, and flight specific but it's not uncommon for LAS flights to sell out F with real paid demand.
When I've not bought first, I'm not sure I've ever cleared an upgrade to/from LAS. Of course a lot of my LAS travel has been during peak demand periods (March Madness or a huge convention).
Bottom line - LAS is a strange market that sometimes punches above its weight for paid first.
