Using Flight Credits for a Refundable Ticket

My daughter has $461 in 3 Flight Credits. I'm looking at using them YYZ-PSP at the end of January for a $470 non-refundable ticket for her. Then I'll reimburse her for the $461.

1. The original tickets that created these FC were YYZ-BOS. So, can she use them YYZ-PSP instead? There seems to be confusion about whether the new itinerary must begin and end in the US.

2. For $88 more I can buy YYZ-PSP as a refundable ticket. If I do that, what happens to the FC if she has to cancel?

Thanks!
