IANAL but my understanding is that some jurisdictions permit domestic abuse to be prosecuted even if the victim declines to press charges. With all those witnesses and video, this case would seem to be a clear candidate, although if the guy didn't require medical care, maybe it's not considered "severe enough."

The USA Today story on this indicates a flight attendant and passenger were hit by the laptop after the (lunatic) woman threw it. Possible the flight attendant was actually hit by the laptop?

Following the UA incident there is certainly a higher degree of sensitivity when handling non-violent situations and there may have been health or mental issues that played into this situation which won't make it to the press that would make for even worse headlines for law enforcement.

Regarding the incident of the woman hitting her partner with a laptop, a comment on Lucky’s blog by someone who purportedly was on the flight says the man was acting like a complete perv and deserved what he got.
Not sure whether violence was the appropriate answer, but it does seem the story is more complicated than it might first appear.
