changes to non refundable tic and upsell to 1st class?

I just made a chance to a non refundable tic (coach) and as part of the change I paid to convert to a first class fare. I hoped that the$ 200.00 change fee would be waived. but the phone agent was adamant that it would not be waived. was she correct?

Simply changing class of service usually avoids the change fee.
Changing anything else, well, enjoy the change fee.

If you altered flights as part of the upfare, the $200 would apply. If you kept the same flights, it would have been waived.
