I think that behaviour is common. For example trying to plan a trip this summer TATL. We have a definite intent to fly, but schedules are flexible so grabbed some premium cabin to LHR but coming home from Italy is not set. Have a few seats reserved from rome and a few from Milan on different dates. Once it all comes together I usually buy my ticket , complete award travel for the rest of family, and cancel what's not needed but usually no less than 2 weeks before travel, usually more.
