Typically, the winds associated with poorer weather force PHL into an eastbound runway configuration (9L takeoffs, 9R landings, limited runway 8 takeoffs, little to no runway 17/35 use), which has less capacity versus a westbound operation (27L takeoffs, 27R/26 dual landings, more use of runway 17/35), in addition to any weather-related restrictions.
