Invalid fare code for upgrade?

Invalid fare code for upgrade?
I wonder if others have suffered the same experience, or can offer some suggestions on how to proceed. My wife and I are both EXP, nothing on US. Both of our AA & US accounts have been linked, KTN's entered, passport info and all pertinent travel related info. We bought several tickets to Europe, (VIE, CPH, BUD) on AA.COM for mini getaways. All the tickets are on US metal, except the local EU ticket which is on BA. Routing is ORD-CLT-LHR-VIE/CPH/BUD-LHR-PHL/CLT-ORD and it is a 001 ticket stock.
Whenever I check in for the outbound portion to CLT we are asked to check in on US but I'm unable to receive an offer to upgrade to first class, however, I do get the offer on the transatlantic portion (usually $850+). At the airport in ORD, I ask the gate agent to place us on the upgrade list, but they keep telling me that it is an invalid fare code for upgrade. It is not an award ticket, but somehow we can not be placed on the upgrade list. We have had 3 instance with this. I'm not sure if it is laziness or unfamiliarity on the GA part. I check EF and it does show seats available on first, and no one on the upgrade list per US.
Another problem is on the return, similar situation, however I can not even change the seats on US.COM since my first trip is on BA, it keeps telling me I must check in with BA first. It sucks because by the time I get to LHR and approach the US desk most of the good seats are gone. They certainly have no problem offering me the upgrade for the transatlantic portion, but that is not what I want, I'm just looking for the local USA domestic portion. By the time I get to the arrival airport in the USA, the agents at the AC have a hard time to place us on the upgrade list as well. They all keep saying that the fare code does not let them, it is O fare.
