AA Refund Dept keeps ignoring my request for a refund!
Has anyone been successful in getting a refund from AA? Not the ticket itself, but the Preferred Seat (bought it, but was denied the opportunity to select the seat).

The refund department is very difficult to work with. They do not communicate by phone and typically do not respond well to email.
I have had success in asking the Exec. Plat. desk to intervene on my behalf. If you are Exec. Plat. this may also be helpful.

I was accidentally charged a phone ticketing fee to change a flight caused by AA's own flight delay. Getting a refund was impossible. In the end, calling AA customer relations got me an evoucher issued for the amount of the fee.

You can also file a complaint with the DoT. That got quick work and resolution for me on a refund problem several years ago.

Last time this happened, it took me 3 months to get a refund on a $35 charge.

I'd contact customer relations. If that didn't quickly resolve the charge, I'd do a credit card dispute.

I wouldn't contact the DOT over a small amount if I expected to fly AA with any frequency.

I just called the EXP desk on his behalf. They got it all fixed while he was still on hold with the refund department. He was on hold for 30 minutes when I had him hang up.

How did he cancel (email/Phone/???)? Does he have proof of it being cancelled? Are you just asking for a future credit of $700 - $150 change fee for the mistake your brother made? Or are you asking for a full refund? Was it a refundable fare?
