EXP desk says no one-way tickets issued from Manila / MNL?
I tried to buy a ticket from the EXP desk MNL-NRT-DFW-DCA.
The agent priced it and called the rate desk to have the e-VIP upgrade fare stored on the NRT-DFW leg.
She came back and apologized saying it had been a long time and she had forgotten, but the rate desk told her that AA couldn't issue e-tickets originating from MNL or any other place in the country.
The rate desk told her that any ticket originating in MNL had to be issued in MNL or somewhere in the Philippines.
She said if they did issue it I could be denied boarding in MNL.
Is this accurate?

This is absolutely correct. All tickets ex Philippines have to be issued in the Philippines.
