Award booking not accruing lifetime miles?

Award booking not accruing lifetime miles?
I recently had an award booking with ANA and in the past they usually accrued for the lifetime mileage (although of course no award mileage is granted, which is understandable.).
This award booking (using toki-tabi miles) has not been crediting to lifetime mileage. Am I missing something?
