Refund fee waiver on all flights due to 'incident'?

Special Waiver policy for Customers Traveling on ANA operating
flights due to the serious incident of NH140 on September 6
With regard to the incident on ANA flight No. 140 (Naha - Haneda, Air Nippon flight) that temporarily lost stable flight attitude over the Hamamatsu city region of Shizuoka prefecture on September 6, the progress status of the inquiry into this incident was announced by the Japan Transport Safety Board of the Ministry of Land, Infrastructure, Transport and Tourism on September 28. The ANA Group is taking this issue very seriously, and we will continue to cooperate fully with the inquiry and at the same time we will make our best efforts to thoroughly implement measures to prevent any reoccurrence and ensure safe flight.

For customers with confirmed reservations on ANA operating flights, cancellation charges or refund charges will be waived irrespective of the fare rules.
*Please note that ANA SKY WEB (website) is not capable of waiving below mentioned charges. We kindly ask you to contact our ANA international Reservations stated in "3. Inquiries".

I guess they want to offer passengers who were scared and lost confidence in their pilots a way out.
