Passengers ticketed in First Class in either F or A class have access to the Board Room included in their ticket. Passengers traveling on an upgraded ticket booked in U class do not have access.

I actually didn't know the rules before until now, but I was let in to the boardroom with a U class ticket two months go, but I was probably let in because I went in five minutes before scheduled boarding time, and left soon after.
