Empty flight, SEA-MSO, not available with miles

Empty flight, SEA-MSO, not available with miles
Only cash. Is this common to see with flights, or just slow in loading award inventory? I've never seen it when the flight doesn't even show up if you toggle to searching with miles.

I've noticed some LAX/SFO that aren't available in F with seats available for sale, not even at the 40 billion mile redemption level.
