"Everyone with an upgrade cert" would be paying for the upgrade with those certs. I have exactly two of them, so could upgrade one longhaul flight. I am not sure that it's reasonable to expect unlimited upgrades to Titaniums ahead of cert payers. Yes, I agree Titaniums earned their status by giving AS revenue in some way, too (doesn't have to be BIS revenue flying anymore).
