I can not book reward ticket from Airtran website?
Do I have to transfer credits to southwest in order to book it?

You need credits in your Airtran A+ rewards account to book an Airtran A+ ticket
Alternately you can book the ticket on Southwest.com using RR points or credits.
If for whatever reason you don't use the Airtran Credits you can let them turn back into points at the beginning of November or move the credits back to your RR account.

Looking at the current schedule it does not look like Airtran offers flights between New York and Cleveland.

I looked at it too, couldn't find any availability on the routing so it may not exist or with the transition it's gone.
