Cancellation within 24 hours of Cancellation?

Cancellation within 24 hours of Cancellation?
I recall reading that new rules adopted last year require airlines to allow full refunds within 24 hours of ticketing. Is that correct and does it apply to Airtran?

You have to call them to cancel for free within 24 hrs.
