OneUp requires all pax on the PNR to be considered.
RU/EAPDU can be lodged for a single pax, and if it clears then AirNz will split the PNR and non-upgraded pax end up on a new separate PNR.

As above: yes, a RU/EAPDU can be lodged for a single pax. If it clears then AirNZ will split the PNR and non-upgraded pax end up on a new separate PNR.
Just an additional point; if the relevant upgrade class is immediately available, then the PNR need to be split for the upgrade to clear at that time,. The consequence of this is that the un-upgraded pax end up on a separate PNR and lose the Elite's benefits like seating (if you want to change, or there is a type change). The two PNRs can have a note that points them to each other (TCP).
For example:
1. Three pax booked together, one Elite.
2. You call and ask if upgrade class is available:
if YES then ask for PNR to be split, and then lodge the RU/EAPDU online
ack for the 2 PNRs to be connected by TCP.
if NO then the upgrade remains pending, and if/when it clears the PNR will be split at that time
