I didn't get it.
In last six months I have used (and credited to NZ) NZ, VA and SQ across the Tasman.

I got it, and was in the same circumstances - No VA Travel form 24 Months+, nor any TT travel.

I haven't touched a VA flight trans Tasman for at least 24 months, so I'd say unlikely.

I'm guessing it's a combo of previous frequency and possibly current earn progress.

Will be interested to see if there are any similar offers for long haul destinations.

Last VA flights were about 18 months ago and they were MEL-HBA-MEL.

No. I flew MEL-ADL in October on VA. Part of a WLG-ADL return on NZ.

I am 25% on the path to requalify (in 2 months)

This most closely matches my situation, with the exception of my elite tier anniversary not being until June 2019.

sorry, to clarify, my anniversary is June 2019, I am 2 months in to next cycle and 25% earned already so not inactive.

Two more data points:
- Numerous year Elite, will exceed 3000 gift before my year ends in October. About 10 TT trips per year, all NZ, all paid J, plus other flying. Some of the flights have been on Virgin as an NZ passenger because of flight times, and to avoid the 787. No credit card earn.
- Mrs edmm, Elite about 4 years. Has requalified with about 500 SP to spare one month to anniversary. About five TT, all J, all NZ ticketed, plus other flying, some credit card earn.

Neither of us got the offer, presumably because we don't need it and we spend lots on Air NZ anyway. Would be nice to have it though, and nice to feel we are appreciated!

The issue at the core of this is that NZ's intentions aren't apparent to this sample group of customers. I guess it is too much to expect a transparent incentive/loyalty programme.
Casinos have a fairly clear approach. Reward the high rollers because they leave more money behind, make the small players well aware of the comps and other benefits so that they aspire to become high rollers. The criteria of being a high roller are clear - gamble lots of money. They still have to calibrate the value of the comps according to the state of business and the incentives are elastic.
Airlines live in a similar place but NZ seems (by general FT consensus) to have been gently devaluing Elite, overloading Koru with freebies and this current approach which is hard to comprehend.
